Commit 6d6671066a311703bca1b91645bb1e04cc983387 is incomplete and misses
non-r4k CPUs. This patch reverts the commit and fixes in other way.o Do FCSR checking in caller of restore_fp_context.

Removed obsolete stuff from arch makefile.
mips had a special rule for generating asm-offsets.h so preserved it
using an architecture specific hook in top-level Kbuild file.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.Let it rip!
