The actions SMP implementation has several issues:
1. pen_release is only ever read and compared to -1, and is defined in
arch/arm/kernel/smp.c to be -1. This test will always succeed.2. we are already guaranteed to be single threaded while bringing up a
CPU, so the spinlock makes no sense, remove it.3. owl_secondary_startup() is not referenced nor defined, the prototype
is redundant, remove it.Signed-off-by: Russell King

Pull ARM SoC platform updates from Arnd Bergmann:
"Most of the commits are for defconfig changes, to enable newly added
drivers or features that people have started using. For the changed
lines lines, we have mostly cleanups, the affected platforms are OMAP,
Versatile, EP93xx, Samsung, Broadcom, i.MX, and Actions. The largest single change is the introduction of the TI "sysc" bus
driver, with the intention of cleaning up more legacy code. Two new SoC platforms get added this time:
- Allwinner R40 is a modernized version of the A20 chip, now with a
Quad-Core ARM Cortex-A7. According to the manufacturer, it is
intended for "Smart Hardware"- Broadcom Hurricane 2 (Aka Strataconnect BCM5334X) is a family of
chips meant for managed gigabit ethernet switches, based around a
Cortex-A9 CPU.Finally, we gain SMP support for two platforms: Renesas R-Car E2 and
Amlogic Meson8/8b, which were previously added but only supported
uniprocessor operation"* tag 'armsoc-soc' of git://git.kernel.org/pub/scm/linux/kernel/git/arm/arm-soc: (118 commits)

Many source files in the tree are missing licensing information, which
makes it harder for compliance tools to determine the correct license.By default all files without license information are under the default
license of the kernel, which is GPL version 2.Update the files which contain no license information with the 'GPL-2.0'
SPDX license identifier. The SPDX identifier is a legally binding
shorthand, which can be used instead of the full boiler plate text. This patch is based on work done by Thomas Gleixner and Kate Stewart and
Philippe Ombredanne. How this work was done:
Patches were generated and checked against linux-4.14-rc6 for a subset of
the use cases:
- file had no licensing information it it.
- file was a */uapi/* one with no licensing information in it,
- file was a */uapi/* one with existing licensing information,Further patches will be generated in subsequent months to fix up cases
where non-standard license headers were used, and references to license
had to be inferred by heuristics based on keywords. The analysis to determine which SPDX License Identifier to be applied to
a file was done in a spreadsheet of side by side results from of the
output of two independent scanners (ScanCode & Windriver) producing SPDX
tag:value files created by Philippe Ombredanne. Philippe prepared the
base worksheet, and did an initial spot review of a few 1000 files. The 4.13 kernel was the starting point of the analysis with 60,537 files
assessed. Kate Stewart did a file by file comparison of the scanner
results in the spreadsheet to determine which SPDX license identifier(s)
to be applied to the file. She confirmed any determination that was not
immediately clear with lawyers working with the Linux Foundation.Criteria used to select files for SPDX license identifier tagging was:
- Files considered eligible had to be source code files.
- Make and config files were included as candidates if they contained >5
lines of source
- File already had some variant of a license header in it (even if

Commit 18cfd9429d8a82c49add8f3ca9d366599bfcac45 simplified the S500 SMP
code by removing a loop for pen_release in owl_secondary_boot().Since then it is only calling owl_v7_invalidate_l1() before branching to
secondary_startup().The owl_v7_invalidate_l1() assembler function is superfluous, too.
Therefore drop owl_secondary_boot() and use secondary_boot() directly.Fixes: 18cfd9429d8a ("ARM: owl: smp: Drop bogus holding pen")

The S500 SoC can start secondary CPUs without busy-looping for pen_release,
so simplify the SMP code compared to the LeMaker kernel tree.Fixes: 172067e0bc87 ("ARM: owl: Implement CPU enable-method for S500")
