    Move workqueue allocation inside of padata to prepare for further
    changes to how padata uses workqueues.

    Guarantees the workqueue is created with max_active=1, which padata
    relies on to work correctly. No functional change.

    Each text file under Documentation follows a different
    format. Some doesn't even have titles!

    Change its representation to follow the adopted standard,
    using ReST markups for it to be parseable by Sphinx:

    - mark document title;
    - mark literal blocks.
