Remove proc_root export. Creation and removal works well if parent PDE is
supplied as NULL -- it worked always that way.So, one useless export removed and consistency added, some drivers created

- move some file_operations structs into the .rodata section
- move static strings from policy_types[] array into the .rodata section
- fix generic seq_operations usages, so that those structs may be defined
as "const" as well[akpm@osdl.org: couple of fixes]

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.Let it rip!
