mm: fix kernel-doc warnings

Fix kernel-doc warnings such as

  Warning(../mm/page_cgroup.c:432): No description found for parameter 'id'
  Warning(../mm/page_cgroup.c:432): Excess function parameter 'mem' description in 'swap_cgroup_record'
