ARM: config: omap: Change PREEMPTion to voluntary 

* Change the default PREEMPT mode to voluntary which reduces the
  overhead and increases performance for many use cases such as
  UDP networking and cryptography.
* Based on recommendations from Joel Fernandes <joelf@ti.com>
