name and nlen parameters passed to ->strategy hook are unused, remove
them. In general ->strategy hook should know what it's doing, and don't
do something tricky for which, say, pointer to original userspace array

Commit 7d69a1f4a72b18876c99c697692b78339d491568 ("remove CONFIG_UTS_NS
and CONFIG_IPC_NS") by Cedric Le Goater accidentally removed the code
that prevented the uts->hostname and uts->domainname values from being
overwritten from another namespace.In other words, setting hostname/domainname via sysfs (echo xxx >
/proc/sys/kernel/(host|domain)name) cased the new value to be set in
init UTS namespace only.Return the isolation back.

CONFIG_UTS_NS and CONFIG_IPC_NS have very little value as they only
deactivate the unshare of the uts and ipc namespaces and do not improve

The semantic effect of insert_at_head is that it would allow new registered
sysctl entries to override existing sysctl entries of the same name. Which is
pain for caching and the proc interface never implemented.I have done an audit and discovered that none of the current users of
register_sysctl care as (excpet for directories) they do not register
duplicate sysctl entries.So this patch simply removes the support for overriding existing entries in
the sys_sysctl interface since no one uses it or cares and it makes future

This is just a simple cleanup to keep kernel/sysctl.c from getting to crowded
with special cases, and by keeping all of the utsname logic to together it
